Mr. Francis M. Peñaflor earned his undergraduate degree in Agricultural Economics from the University of the Philippines Los Baños (UPLB) in 2007, graduating cum laude. He later completed his Master’s degree in International Cooperation in 2013 from Seoul National University (SNU), South Korea, where he finished with highest honors.

He is currently the Acting Director of the Resource-Based Industries Service (RBIS) of the Board of Investments (BOI), where he oversees investment promotion and policy support for strategic and high-impact projects in the energy, renewable energy, agribusiness, and other resource-based sectors.

In this role, he works closely with government agencies and private sector stakeholders to advance investments aligned with the Philippines’ energy transition, sustainability goals, and long-term industrial development agenda.
